If the injectors are good and flow the same across the board (not crappy re-drills), the cold start should be able to be tuned correctly as well as partial throttle. If the injectors are crap, you will chase your tail on the tuning.
I don't know exactly what qualifies as a re-drill. Tony uses parts from similiar injectors to make a new one out of my original stock injectors. They are then balanced and flowed.

There is more tuning to go. I will know more later this month.
