Well spotted! In fact only 2 weeks after I got the car did I accidentally find out its purpose : it is a theft prevention device in the form of a large metal pin that locks the gear selection lever in place. When locked it can only be removed by a key. Seems common in Russia but I had never seen it. The previous owner (who imported the car from germany in 07 and owned several other cars) also fitted an aftermarket immobilizer that cuts both ECU and fuel pump. I need a radio fob with me to be able to drive the car. More trouble than its worth TBH because the range is limited and it needs to be in my left trouser pocket to work properly - and it also gives a slightly annoying sound every time the car starts moving.

I know a Canadian that might need one of the those... make that two of those...
