Yeah, it sure is. But why don't they make all M3's with these modifications as stock? Is the difference in comfort (and price) so big?

Probably because the vast majority of M3 owners don't primarily use their vehicle as a track car.
Nonetheless, there are obviously a good number of people who do, since BMW offers the CSL version.
