Well, this was no option in politically "correct" CA (keep in mind the option list was approvaed by CA parrole board before Arnie was elected ....) - otherwise there would be a lot more equipment to choose from.

Yeah but politicians are politicians, and they'll usually go out and spend money to look good for reelection instead of paying off debts or god forbid raising taxes just a little bit.
