I can't translate but my guess is it was some kind of stunt for a morning television show (due to multiple camera coverage & logo at end). I too wonder what happened afterwards, tho. If someone tried that in the US, there would be anger & media coverage over the traffic dangers it posed. It would be all over the newspapers & the driver would be in jail with high bail. I can't imagine a US TV station authorizing such a stunt, but then the US is not French.
