I have new rotors and I'm not sure which one is left and which one is right. Do the vanes scoop air from the outside and force them toward the hub? Or does the air go from the hub to the outside of the rotor? The rotors that are on the car right now are not directional. So that won't help me figure it out.

From the inside and out.
EDIT: also do phaeton ducts (https://www.audiworld.com/tech/wheel60.shtml) while you're there.

they are oriented with the openings facing the front top so as the rotor turns forward it scoops air into the space between the disks.

Mike, your rotors are backwards (https://www.cquence.net/media/wysiwyg/cooling-vein-orientation.jpg). :)

It seems counterintuitive but I'd imagine the low pressure created around the outside perimeter of the rotor would be the way. It would pull air outward? But I don't know.

If I recall, they were marked, so I'll have to pop a wheel and look.

LOL

I asked the googles about directional rotors in general and they concur with Nubcakes.

Here is my set up. These are Drivers Side.

The Passenger side is also with markers but the mirror image. I did not take photos of that side. Now I don't know what the innards are set to but I know I put them on correctly as they were marked and the old ones were marked. Who has unmarked rotors?
