I had wondered why both of mine worked, previous owner must have done this, more light the better.

Both of mine work. And I didn't have to mod anything.

They both work in all rs6's.

All other c5's, it's only the one. I had a '99 a6 that only the one worked.

AH! there IS a difference. The license plate housing as the EU ones are wider and the fogs are up higher.
I remember reading about this and verified on OEMPLUS.com website. The left side, as you face the rear of the car, is not functional - meaning there isn't a bulb housing to add a bulb.
There are write-ups on how to add a housing but to me, it is more simple to just use my wallet to "fix" it but that doesn't work for everyone.

No currently both of mine light up.

The reason I was looking into the Euro rear plate was a odd separation at the top edge of the USA rear plate holder. I have seen it in several so it isn't an isolated issue.
I will get a photo of what I mean/describe...
