when turn signals are engaged... it "freezes". it does blink when emergency lights are activated....relay? fuse issue?

may need to top up your blinker fluid
Sorry, could not help it, likely this is the module relay which is right behind the emergency light button (actually part of it) Common issue.

i am gonna bet it is the turn signal stock....

If the hazards work when you hit the hazard button, but they aren't blinkering, it is probably the signal stalk. If the hazards were TU as well, I'd stay the hazard/blinker module pooped out. Mine died on my allroad.
