Correct on the regulations. Audi had to do an additional saftey test for the flat bottomed steering wheel (the multi-function steering wheel has already passed testing) and didn't want to incurr the cost. The additional test is required because US requires saftey test without airbag.
I read an article on this somewhere. Try googling it for more information.

Maybe a dumb question but dosnt Gallardoes come with a flat bottom steering wheel in the US?

Yes, but it's a different wheel AND even if it was the same wheel the crash test on a Gallardo doesn't apply on an RS4.
