It is actually a Hillclimb Race near Marseille, south of France. The precise name is "Course de Cote de Gemenos".
The car is a Norma M20 with a BMW engine (6 inline). And the pilote is Alain Castellana.

Great video nonetheless, and that is some good & fearless driving.
